From Kirsten's Kitchen to Yours: I'm a VeganMoFo - for the Whole ...

I'm a VeganMoFo for the whole month of October!

No, I'm not swearing at you or myself, a VeganMoFo is a vegan month of food, created by Post Punk Kitchen four years ago and this year more than 600 bloggers will be participating (that's a whole lotta vegan blog posts!!)

Doing what exactly? Well, we will be posting at least 20 posts this month all related to vegan food. Posts can contain recipes, restaurant or product reviews, or simply ramblings about veganism. Who knows what we'll see, it's my first time, it's just an adventure!

All of my posts will involve something from my DIY Pantry series, and will include the VeganMoFo badge to the left. Of course it will all be recipes, so stay tuned.

And in case you're a regular reader of this blog and are wondering if the lack of meat and dairy in my posts over the past several months means that I've gone vegan, well, not quite, but perhaps someday! But vegan cooking is still so fascinating to me that I will likely continue this trend for some time.

I have added the VeganMoFo blog roll to my blog roll if you're interested in seeing what others are doing. Personally, I think I'll spend more time reading blogs this month than actually cooking!

Hugs!

EU threatens to levy $7.4bn anti-trust fine against Microsoft

CBR Staff Writer Published 28 September 2012

Earlier Microsoft had fines totalling over $1.28bn

The European Union (EU) threatened to levy fine of $7.4bn on Microsoft for its breach of a 2009 ruling ordering the firm to provide users with a choice of Internet browsers.

European Union antitrust chief Joaquin Almunia said Microsoft has not kept its promises.

"We will have to consider taking the next step in this case," Almunia said.

""The next step is to open a procedure to determine a breach to our settlement. Since Microsoft has admitted it, I hope it will not take long."

Microsoft has over a decade-long battle with the EU and has also paid fines totalling over $1.28bn.

In 2009, the EU has signed an agreement with Microsoft, while in July, Microsoft revealed that it hadn't integrated a browser-choice screen as it faced a technical error and was involved in finding a remedy to fix the problem.

According to EU, if Microsoft was discovered to be guilty of violating agreement signed in 2009, it would have to pay fines up to 10% of its turnover.

EU claims that Microsoft, keen to avoid more regulatory problems, has blamed the latest argument with the EU watchdog on a technical malfunction.

Further, EU is negotiating with search engine giant Google on a probable agreement over suspected antitrust exercises in its Internet-search business.

"For the last three months, we've been in technical talks to find a possible settlement. It will be possible if Google offers remedies to our original concerns," Almunia said.

"I hope we succeed in these talks as the legal road takes much longer and this is a fast moving market."

Learning to live on Mars: Fatigue management program for controlling space-age jetlag

ScienceDaily (Sep. 28, 2012) ? Since the beginning of August, NASA's Mars rover, Curiosity, has been roaming all over the distant planet learning as much as it can about the Martian terrain. The mission control team back on Earth has also learned what it may be like on Mars by trying to live and work on a Martian day, which is about 40 minutes longer than an Earth day. This 'day' length causes havoc with the internal 24-hour body clock but researchers at Brigham and Women's Hospital (BWH) have developed and tested a fatigue management program which is successful at controlling this space-age jetlag.

The results of the study will be published electronically on September 28, 2012 and will be published in the October print issue of SLEEP.

Mission controllers investigating the Martian landscape are required to communicate with the rover on Martian time. This unusual schedule poses a great challenge as our internal body clock has evolved to expect a 24-hour light-dark, not a 24.65 h 'day', making it difficult to sleep, wake and work. "Our study, which was conducted during the Phoenix Mars Lander mission, investigated the effectiveness of a pilot program to educate the mission personnel on how to reset their body clocks more quickly and how to improve their sleep, alertness and performance," explained Steven W. Lockley, PhD, neuroscientist at BWH, and senior investigator on this study.

The research team studied 19 scientific and technical personnel supporting the Phoenix Lander mission for more than 11 weeks. The participants were assessed using a sleep/work diary, continuous wrist actigraphy, and regular performance tests. A subset of the study participants were also given portable blue-light light boxes to place at their workstations to help reset their internal body clocks and improve their performance. The researchers found that most of the participants were able to synchronize to a Martian day schedule.

"While adapting the human sleep-wake and performance cycle to a 24.65 hour day is a substantial challenge, our study has provided the foundation to develop comprehensive fatigue management programs for future missions, which may eventually include manned missions to Mars," explained Laura Barger, PhD, an associate physiologist at BWH and principal investigator of the study. "Such a program could decrease the risk of fatigue-related mistakes during these high profile and expensive missions."

Researchers suggest that these findings may also prove helpful to other groups that work on unusual 'day-lengths' such as submariners who have traditionally lived on an 18-hour day.

(AP) ? A chemist accused of lying about drug samples she tested at a state lab could face additional charges as prosecutors and defense attorneys sift through thousands of criminal cases that could be upended by her actions.

Annie Dookhan, 34, of Franklin, was arrested Friday in a burgeoning investigation that has already led to the shutdown of the lab, the resignation of the state's public health commissioner and the release of more than a dozen drug defendants.

Many more defendants are expected to be released. Authorities say more than 1,100 inmates are serving time in cases in which Dookhan was the primary or secondary chemist.

"Annie Dookhan's alleged actions corrupted the integrity of the entire criminal justice system," state Attorney General Martha Coakley said during a news conference after Dookhan's arrest. "There are many victims as a result of this."

Dookhan faces more than 20 years in prison on charges of obstruction of justice and falsely pretending to hold a degree from a college or university. She testified under oath that she holds a master's degree in chemistry from the University of Massachusetts, but school officials say they have no record of her receiving an advanced degree or taking graduate courses there.

State police say Dookhan tested more than 60,000 drug samples involving 34,000 defendants during her nine years at the Hinton State Laboratory Institute in Boston. Defense lawyers and prosecutors are scrambling to figure out how to deal with the fallout.

Assistant Attorney General John Verner called the charges against Dookhan "preliminary" and said a "much broader" investigation is being conducted.

Verner said state police learned of Dookhan's alleged actions in July after they interviewed a chemist at the lab who said he had observed "many irregularities" in Dookhan's work.

Verner said Dookhan later acknowledged to state police that she sometimes would take 15 to 25 samples and instead of testing them all, she would test only five of them, then list them all as positive. She said that sometimes, if a sample tested negative, she would take known cocaine from another sample and add it to the negative sample to make it test positive for cocaine, Verner said.

Dookhan pleaded not guilty and was later released on $10,000 bail. She was ordered to turn over her passport, submit to GPS monitoring, and not have contact with any former or current employees of the lab.

Dookhan's relatives and attorney declined to comment after the brief hearing in Boston Municipal Court. Her next court date is Dec. 3.

The obstruction charges accuse Dookhan of lying about drug samples she analyzed at the lab in March 2011 for a Suffolk County case, and for testifying under oath in August 2010 that she had an advanced degree from the University of Massachusetts, Attorney General Martha Coakley said at a news conference.

In one of the cases, Boston police had tested a substance as negative for cocaine, but when Dookhan tested it, she reported it as positive. Investigators later retested the cample and it came back negative, Verner said.

The only motive authorities have found so far is that Dookhan wanted to be seen as a good worker, Coakley said.

According to a state police report in August, Dookhan said she just wanted to get the work done and never meant to hurt anyone.

"I screwed up big-time," she is quoted as saying. "I messed up bad; it's my fault. I don't want the lab to get in trouble."

Dookhan's supervisors have faced harsh criticism for not removing her from lab duties after suspicions about her were first raised by her co-workers and for not alerting prosecutors and police. However, Coakley said, there is no indication so far of criminal activity by anyone else at the lab.

Co-workers began expressing concern about Dookhan's work habits several years ago, but her supervisors allowed her to continue working. Dookhan was the most productive chemist in the lab, routinely testing more than 500 samples a month, while others tested 50 to 150.

One co-worker told state police he never saw Dookhan in front of a microscope. A lab employee saw Dookhan weighing drug samples without doing a balance check on her scale.

In an interview with state police late last month, Dookhan acknowledged faking test results for two to three years. She told police she identified some drug samples as narcotics simply by looking at them instead of testing them, a process known as dry labbing. She also said she forged the initials of colleagues and deliberately turned a negative sample into a positive for narcotics a few times.

"I hope the system isn't treating the evidence against her the way she treated the evidence against several thousand defendants," said defense attorney John T. Martin, who has a client who was allowed to withdraw his guilty plea based on concerns over Dookhan's work.

Dookhan was suspended from lab duties after getting caught forging a colleague's initials on paperwork in June 2011. She resigned in March as the Department of Public Health investigated. The lab was run by the department until July 1, when state police took over as part of a state budget directive.

Workshop: Validation of the African Union Communication and ...

Invitation to representatives of the media

WHEN: 3rd and 5th October 2012

The workshop will hold in two phases:

3 ? 4 October will be dedicated for the discussion on the AU Communication Strategy;

5th October will be dedicated to the revamped AU website and use Social Media in the AU

WHERE: African Union headquarters, new Conference Center, Addis Ababa, Ethiopia, (Small Conference Room 1)

WHO: Organized by the Directorate of Information and Communication (DIC) of the African Union Commission (AUC)

WHY: The Information, Communications and Advocacy Strategy of the African Union (AU) Commission aims to ensure that communications by all departments and allied institutions are well coordinated, effectively managed and responsive to the diverse information needs of the AU?s various stakeholders.

Objectives: The main objective of the workshop is to validate the draft Communication Strategy for the Union aimed at popularizing its activities through its organs, regional offices, the RECs, the Stakeholders and target groups. The workshop will also discuss the current status, future plans, challenges and opportunities of the African Union website and social media.

Guiding Principles

Supporting these objectives are policy commitments, based on relevant human rights principals and international public service values. Through this principles-based strategy, the AU Commission commits to:

o????Provide its stakeholders and publics with timely, accurate, clear, objective and complete information about its policies, programmes, services and initiatives.

o????Communicate in real time, in all the official languages (Arabic, English, French, Ki-Swahili, Portuguese) of the AU.

o????Ensure that institutions of the Commission are visible, accessible and accountable to the publics they serve.

o????Employ a variety of ways and means to communicate, and provide information in multiple formats to accommodate diverse needs.

o????Identify and address communications needs and issues routinely in the development, implementation and evaluation of policies, programmes, services and initiatives.

o????Consult stakeholders and target audiences, listen to and take account of the concerns and interests of staff and stakeholders when establishing priorities, developing policies, planning programmes and services.

o????Deliver prompt, courteous and responsive service that is sensitive to the needs and concerns of the public and individual rights.

o????Encourage senior management and staff to communicate openly with each other and with the public about policies, programmes, services and initiatives they are familiar with and for which they have responsibility.

o????Defend and promote the trust and confidence that stakeholders have in the integrity and impartiality in the AU and its Commission.

o????Ensure that all institutions of the AU and the Commission work collaboratively to achieve coherent and effective communications with the public.

Website and Social Media

The African Union is actively using the AU website and Social Media to disseminate its information and communicate with the public at large. Providing the necessary guidance for coordinating and harmonizing the development, maintenance and content administration of Website of the African Union (www.au.int) and usage of social media tools is vital:

?????to disseminate timely information to the world on the activities and programmes of the African Union ;

?????to provide the necessary and harmonized platform for the exchange of information with stakeholders and to be more efficient and responsive to the public;

?????to enhance and portray the image of the African Union to the public at large;

?????to have the same corporate identity and design in terms of ?look and feel?, presentation and quality of information shared to the public using the online tools;

?????to effectively provide necessary tools and data for researchers, academy, students and the public.

To this effect a draft Website and Social Media Guidelines have been developed. These Guidelines will help to coordinate all departments and offices of the African Union Commission. Among other things, the draft Guidelines identify and define the role of focal persons in coordinating content from their respective departments and offices to create an essential link to DIC and its website team. The workshop will discuss the draft guidelines to reflect and improve the content. Furthermore, the workshop is expected to deliberate over the current status, the future plan, challenges and opportunities of the AU website and Social Media.

The final documents will be presented to the AUC leadership for approval before implementation.

Expected outcomes:

The outcome of the workshop will be used as input to the draft Communication Strategy to ensure an all inclusive strategy for 2013-2016;

The approved Communication Strategy will be submitted to the AUC Leadership for final approval and later to the Summit.

The framework for the use of Social Media and the AUC Website policies will be adopted.

Participants:

The participants of the workshop include:

Communication officers in the AU Regional Offices; the AU Organs and Institutions; the NEPAD; RECs; focal persons dealing with communication in the AUC Departments; the staff of the Directorate of Information and Communication of the AUC.

Background:

The African Union (AU) and its precursor the Organization of African Unity (OAU) were founded on the ideals of Pan Africanism. The main objective has always been to consolidate African unity and foster continental development and progress. To achieve this objective, the AU has embarked on developing an inclusive communication strategy to enhance the advocacy and popularisation of its activities.

Communication goes beyond information: It establishes relationships and creates dialogue with the target population. It is not a neutral and useless exercise, but it is an element for development.

The inception of the African Union, following the Sirte Declaration of 9 September, 1999, of Heads of State and Government of the Organization of African Unity, generated tremendous interest about the prospects of Africans finally taking control of their collective destiny.

Building on the achievements of the OAU, the AU?s main remit is to accelerate the process of integration in the continent so as to enable it play its rightful role in the global economy while addressing the multifaceted social, economic and political problems brought on by unequal imperialistic economic relationships and globalization.

The main tenets of the Vision of the AU include:

o????The promotion of accelerated socio-economic integration of the continent, leading to greater unity and solidarity between African countries and peoples.

o????Building a partnership between African governments and all segments of civil society, particularly women, youth and the private sector, in order to strengthen solidarity and cohesion among the peoples of Africa.

o????Promoting a culture of peace, security and stability on the continent as a prerequisite for the implementation of the development and integration agenda of the Union.

This Vision has been further broken down into the following key objectives:

o????To achieve greater unity and solidarity between African countries and the peoples of Africa;

o????To defend the sovereignty, territorial integrity and independence of its Member States;

o????To accelerate the political and socio-economic integration of the continent;

o????To promote and defend African common positions on issues of interest to the continent and its peoples;

o????To encourage international cooperation, taking due account of the Charter of the United Nations and the Universal Declaration of Human Rights;

o????To promote peace, security and stability on the continent;

o????To promote democratic principles and institutions, popular participation and good governance;

o????To promote and protect human and peoples? rights in accordance with the African Charter on Human and Peoples? Rights and other relevant human rights instruments;

o????To establish the necessary conditions which enable the continent to play its rightful role in the global economy and international negotiations;

o???? To promote sustainable development at the economic, social and cultural levels as well as the integration of African economies;

o????To promote cooperation in all fields of human activity to raise the living standards of Africans;

o????To coordinate and harmonize the policies between the existing and future Regional Economic Communities for the gradual attainment of the objectives of the Union;

o????To advance the development of the continent by promoting research in all fields, in particular in science and technology;

o????To work with relevant international partners in the eradication of preventable diseases and the promotion of good health on the continent.

The Communication and Information Directorate (DIC) has elaborated a strategic document for Information, Communication and Advocacy as well as a framework on the revamped AU website and Social. These policy documents will be discussed as a global communication strategy for the Union including its organs, regional and continental representations and the Missions abroad.

The Draft Strategy and the Operational Plan which constitute the basis of the African Union Communication for 2013 ? 2016 period aim at ensuring an effective communication in the African Union, managed by the DIC in collaboration with all the information and communication officers within the AU regional offices as well as AU Organs, and the Communication and Information officers of the Regional Economic Communities (RECs) among others.

The web may not be teeming with iPhone 5-sized wallpapers yet, but here's where you can find one that suits your tastes?and how to crop one for yourself.

A lot of folks have already put together wallpapers for the iPhone 5, there just aren't as many as there are for other phones yet. A few searches brought up the following galleries, which already have quite a few iPhone 5-centric wallpapers:

Remember that some of these sites may contain NSFW images buried in the galleries, so be careful of that as you browse.

Of course, if none of those wallpapers suit you, you can always just make your own by cropping a desktop wallpaper down to iPhone size. Find a wallpaper you like and follow these steps:

  1. Open your wallpaper in an image editor like the GIMP, Paint.NET, or even Preview on the Mac.
  2. Crop the image to 1136x640.
  3. Save the wallpaper and transfer it to your phone via Dropbox or email.
  4. Set your new wallpaper in Settings > Wallpaper.

Why I hate Breast Cancer Awareness Month | BabyCenter Blog

Get your eyes ready for the show. In just a few days October will begin, and with it will come a bonanza of pink. Everywhere you look you will find pink candies, pink tennis rackets, pink t-shirts, pink phone covers, pink cakes, pink pink PINK in every corner.

If you wanted to have an entire day of pink, I bet you could do it from your shoelaces to your after dinner dessert.

I appreciate the good intentions like the walks that raise money for breast cancer research and the flyers that get passed around teaching you how to do a self breast exam properly. I do not appreciate the feeling that the month has become like another overcommercialized holiday, pink pouring out of the shelves at your local store. What percentage of profit of that pink tennis racket will truly go toward research for the cure or better treatment for breast cancer patients? I fear these products are just another marketing ploy.

My mom passed away 11 years ago. Writing that here, 11 years after it happened, still makes the tears flow and the pain explode from my heart where it?s been chained up. She had stage IV metastatic breast cancer, diagnosed at age 39. She died at 42. I have such clear memories of her going through her sickness, and for a long time those memories clouded the rest. I couldn?t remember her voice for years, but I could remember the moment she told me she was sick. For what feels like forever the memories of sitting on her lap with her pale arms around me were gone, but I remembered putting on a mask and gloves to enter her hospital room for a visit on her 40th birthday.

Maybe I?m just cynical or having a bad day, but I hate Breast Cancer Awareness Month and what it represents these days. Instead of buying pink foil-wrapped candies, why don?t we make a donation straight to a research foundation? We don?t need pink products to help the cause. We need direct action. We need to support the women around us ? we all know someone who is affected by breast cancer, whether directly or indirectly. We need to do our own breast exams on a timely schedule and take care of ourselves. I don?t need a pair of pink striped yoga pants to remind me of any of that.

I hope I don?t offend anyone by sharing this. I think breast cancer awareness is really important, but I don?t like the way it?s being done right now. It just seems like another way for these large companies to turn a profit. ?How do you feel about it all?

Sabrina, of?RhodeyGirl Tests, had her first boy in September 2011 with her husband Trig. At the time of this post Raffi was 11 months old. You can read other related posts on?her blog.

Researchers investigate aggression among kindergartners

ScienceDaily (Sep. 27, 2012) ? Not all aggressive children are aggressive for the same reasons, according to Penn State researchers, who found that some kindergartners who are aggressive show low verbal abilities while others are more easily physiologically aroused. The findings suggest that different types of treatments may be needed to help kids with different underlying causes for problem behavior.

"Aggressive responses to being frustrated are a normal part of early childhood, but children are increasingly expected to manage their emotions and control their behavior when they enter school," said Lisa Gatzke-Kopp, assistant professor of human development and family studies. "Kids who don't do this well, who hit their classmates when they are frustrated or cause other types of disturbances in the classroom, are at especially high risk for long-term consequences including delinquency, violence, dropping out of school, abusing substances and even suicide. Research tells us that the earlier we can intervene, the better the chances of getting these children back on track."

Gatzke-Kopp and her colleagues, who include Mark Greenberg, professor of human development and family studies and of psychology, asked each of the kindergarten teachers in all 10 of the elementary schools in Pennsylvania's Harrisburg School District to rate the aggressive behaviors of their students on a six-point scale with items such as "gets in many fights" and "cruelty, bullying or meanness to others." Using these data, the team recruited a group of high-risk children (207 children) and a group of low-risk children (132 children) to undergo a range of neurobiological measures aimed at understanding how aggressive children experience and manage emotions differently than their non-aggressive classmates.

The team assessed all of the children's cognitive and academic skills using standardized tests that identified the children's developmental level of vocabulary, spatial reasoning and memory. In addition, the team asked teachers to provide ratings of each child's behaviors, including their levels of aggression, disobedience and sadness, as well as their social skills and level of self-control in the classroom.

The researchers also assessed the children's brain functioning using a mobile research laboratory they brought to the schools. Within the mobile lab, the team measured the children's heart rate and skin conductance activity during tasks designed to elicit emotional responses, including showing the children short video clips of a cartoon character in a variety of situations depicting fear, sadness, happiness and anger. The researchers wanted to understand how emotional and physical arousal to different types of emotions differed between children who engage in aggressive behavior and children who don't engage in aggressive behavior, as well as how different children who engage in aggressive behavior react.

According to Gatzke-Kopp, the assessments enabled the researchers to understand how cognitive and emotional processing may contribute to the development of aggressive tendencies. Specifically, the team found that 90 percent of the aggressive kids in the study could be characterized as either low in verbal ability or more easily physiologically aroused. The results will appear in the August 2012 issue of Development and Psychopathology.

"What we may be seeing is that there are at least two different routes through which a child may act aggressively," Gatzke-Kopp said. "Because these are very different processes, these children may need different approaches to changing their behavior."

The first group of kids was characterized by lower verbal ability, lower levels of cognitive functioning and fewer executive function skills.

According to Gatzke-Kopp, children need verbal skills to understand the feelings of others and guidance from adults, and to express feelings without hitting. They also need adequate cognitive and executive-function abilities to manipulate information and to think of alternatives to hitting and fighting.

"This group of kids may be functioning at a cognitive level that is more akin to a preschooler than a kindergartner," Gatzke-Kopp said. "They have a harder time extracting what other people are feeling. They don't have a nuanced sense of emotions; everything is either happy or sad to them. So they might not be as good at recognizing how their behavior is making another child feel. They may literally have a hard time 'using their words,' so hitting becomes an easier solution when they are frustrated."

The second group of kids had good verbal and cognitive functioning, but they were more physiologically aroused. They were more emotionally reactive, and tended to have more stressors in their lives.

"These children may be able to tell you that if somebody pushed them on the playground they would go get a teacher, but the push happens and they kind of lose it and it doesn't matter what they should do, they just act on impulse," Greenberg said. "One possibility is that the threshold for managing frustration is quite low for these kids. So what we might consider a minor annoyance to them is a major threat. When they are calm they function very well, but when they lose control of their emotions, they can't control their behavior."

In the future, the team plans to examine how these different types of children respond to an intervention delivered over the second half of kindergarten and the first half of first grade.

The Pennsylvania Department of Health funded this research. Other authors of the paper include Christine Fortunato, postdoctoral fellow, and Michael Coccia, statistical consultant, both in the Penn State Prevention Research Center for the Promotion of Human Development.

Sound To Go Plus portable audio system for iPhone, iPad, and Mac review

If you?re like me you absolutely hate -- hate! -- the weak speaker performance of your iPhone, iPad, or Macbook Air, Edifier has made the Sound To Go Plus, a quality built auxiliary audio system that's as portable as your Apple devices.

The Sound To Go Plus portable audio system has a built-in lithium ion rechargeable battery that connects to you iOS device or Mac via a USB streaming cable or AUX input. It's very simple to use -- just plug it in, adjust the volume, and listen.

Annoyingly, the Sound To Go Plus speaker system is NOT bluetooth enabled which means you?ll always have to have either the line input or USB input available to use it. In order to use it on you laptop, you need to go into your Mac System preference or your Windows Control Panel to enable the USB as the default output. The advantage of the USB cable is that it will charge the Sound To Go Plus as well.

Charging takes 3 to 5 hours so if you're planning to use the Sound To Go Plus with the AUX input instead of USB, you'll need to plan in advance. Also, it would have been nice to have some of indicator light or light color for when charging is complete.

The Sound To Go Plus' look and finish matches the aluminum finishes Apple products are known for, which is an excellent touch. However, the Sound To Go Plus isn't exactly light, so there's quite a bit to lug around with you. They do provide a carrying bag, however, and the quality and look certainly make it worth lugging.

As to the sound, it's also good but as is typical with these small speaker systems, distortion is heard at high volume.

The good

  • Has that Apple look
  • Better than built in iOS device or MacBook Air speakers

The bad

  • No Bluetooth option

The conclusion

The Sound To Go Plus speaker system from Edifier is an inexpensive way to impress you're sexy lady Gangnam style. Give them a look.

Police: Drunken man on horse arrested after chase

(AP) ? A man was intoxicated while riding his horse as he led police on a half-hour chase through a northeast Florida town, authorities said Tuesday.

Charles Larkin Cowart, 29, was arrested Monday afternoon in the city of Bunnell, about 60 miles south of Jacksonville.

A police officer was responding to a report of "an intoxicated male riding a horse" when he turned on his emergency lights to stop traffic as Cowart crossed the street, according to the charging affidavit. Cowart said he was on his way to his grandmother's house in nearby Flagler Beach, but refused officers' order to dismount and "in an aggressive manner reared the horse back" and took off running.

Officers did not immediately chase after him, the report said, citing the public and the horse's safety. Cowart continued to ride through town, "causing a crowd of people to come out of their homes" and a train to slow down as Cowart crossed over a set of railroad tracks. Police kept their emergency lights on, but did not use their sirens to prevent the horse from being frightened and "potentially making the situation worse."

Cowart ignored several verbal commands to get off the horse, which after more half an hour, became exhausted. Cowart eventually jumped off and took off running. He was captured a short time later. The horse returned to Cowart's family and is doing fine, police said.

Cowart was booked into the Flagler County Jail on charges that included disorderly conduct, resisting arrest without violence and cruelty to animals. He was being held Tuesday on $7,000 bond.

A message was left Tuesday at a phone listing for Cowart in Bunnell, about 60 miles south of Jacksonville. It was not immediately known if he has an attorney.

Cowart was arrested for petit theft on Sept. 9 and on a DUI charge in October 2010. The disposition of those charges wasn't immediately known.

9/11: US troops today feel more appreciated, but still poorly understood

Eleven years after the 9/11 terrorist attacks ? and more than a decade after America?s longest war began ? the troops still fighting overseas say they feel a greater appreciation than ever for the work they do.

On the anniversary of 9/11 and throughout the year, they get standing ovations at sports stadiums and robust applause on airplanes.

But whether most Americans actually understand what members of the armed forces do or share in their sacrifice, they add, is another matter.

?I fear they do not know us,? retired Adm. Mike Mullen, former chairman of the Joint Chiefs of Staff, said in a 2011 address to West Point?s graduating class.

?I fear they do not comprehend the full weight of the burden we carry or the price we pay when we return from battle.?

Clearly, it?s not from lack of compassion in the American public, Mr. Mullen and others are quick to stress. But the standing ovations and care packages for troops ? while well intended ? often only reinforce the impression among military families and spouses that a wide gulf of understanding separates them from the rest of America.

A big reason for the divide is the oft-quoted statistic ? particularly among troops ? that less than 1 percent of Americans currently serve in the military. More precisely, during this decade of sustained warfare, only about half a percent of the US public has been on active duty at any given time. (At the height of World War II, the comparable figure was 9 percent, according to the Pew Research Center.)

In a survey released in May by Blue Star Families, a military advocacy group, an overwhelming majority of the 4,200 military respondents and their loved ones ? 95 percent ? said they agreed with the statement that most Americans ?do not truly understand or appreciate the sacrifices made by the service members and their families.?

Another 40 percent said that their community ?did not embrace opportunities to help military children.?

The anniversary of the 9/11 attacks offers an opportunity for Americans to reach out to military service members, and that is very much appreciated, says Vivian Greentree, the director of research and policy at Blue Star Families. But the message doesn't always get through to those who need it, she adds.

?It?s important to be reflective, but it?s even more important to take action,? she says.

For example, Rebekah Sanderlin, whose Army husband is stationed at Fort Bragg in Fayetteville, N.C., recalls going to a concert in Nashville, Tenn., with her mom last year. The stadiumgoers got on their feet to cheer the troops. ?I just started crying, and my mom couldn?t understand why. She said, ?They do this all the time.? ?

The problem was, Ms. Sanderlin didn?t know that. Few troops actually go to events like this, says Sanderlin, who writes the blog ?Operation Marriage,? about her experience as a military mother and spouse.

?I think there?s this idea in the civilian world that ?We?re showing all this support ? we do this all the time,? ? she says. ?But places where the big military bases are ? like Fayetteville ? these are small towns without big events. And most military families cannot afford to go to these big events.?

And even for those who can, the daily business of caring for children while one spouse is at war means ?anything outside of daily survival? often becomes ?too much of a hassle.?

She points, too, to another gesture troops appreciate, but which is also a secret pet peeve among soldiers, who quietly joke about it: care packages often hopelessly out of date.

They contain baby wipes and other items that troops have been able to buy at base exchanges in Iraq and Afghanistan for at least half a decade, as well as candy that often offers unwelcome temptation for troops trying to keep their weight down in a war zone.

While such care packages represent a great deal of kindness, they may also contribute to the disconnect troops feel from the civilian world, she posits. ?The person who needs to feel supported doesn?t feel that way, and the person sending the package doesn?t realize their efforts are maybe not the best use of resources.?

Instead, Sanderlin says, there are other causes that benefit troops and their families. With many marriages struggling in the wake of multiple deployments, ?If someone wants to donate money to a good cause,? she suggests marriage retreats.

She also recommends a group called ?Give an Hour,? in which counselors donate their time to troops.

For her part, Dr. Greentree, who is also a military spouse, says that the 9/11 commemorations remind her of the ?amazing sense of solidarity and community that can arise from tragedy ? and that it?s up to us to sustain it.?

She points to the military ethos, and the community it has engendered. ?In the military, you?re only as strong as your weakest link. So if there is a weak link, we figure out how to fix it, how to keep their heads above water ? whatever you need to do to rally around that person, because that is the strength of your unit.?

It is a way of life that she hopes inspires the civilian world. ?I don?t think people have to understand what it is to be in the military, or to be a military family,? she says. ?I don?t understand what it is to be a doctor?s family or a teacher?s family. But I do know that I have a role to play in the success or failure in my community.?

In the military more than a decade after 9/11, the hardship has also led to ?a social capital that binds us,? Greentree says. ?That?s a very positive thing that has come out of the tragedy, and out of 10 years of war.?
