APNewsBreak: Ohio removes pork from prison meals (AP)

COLUMBUS, Ohio ? Ohio is removing pork from its menus in all state prisons in response to a lawsuit brought by Muslim inmates challenging the prisons' meal policy.

Corrections department spokesman Carlo LoParo said Monday the move was a way to accommodate religious preferences without jeopardizing prison security.

He told The Associated Press the agency began the phase-out last month after shipments stopped to the prisons' warehouse.

The Ohio Justice and Policy Center is suing on behalf of two Muslim inmates who want meals prepared according to Islamic law, similar to kosher meals prepared for Jewish prisoners.

Executive director David Singleton says the announcement does not affect the lawsuit since inmates are seeking meals prepared under specific religious rules.

A Muslim death row inmate says the Ohio prison system is denying him meals prepared according to Islamic law while at the same time providing kosher meals to Jewish prisoners, according to a federal lawsuit that alleges a civil rights violation.

Condemned inmate Abdul Awkal says the prison system's failure to provide halal meals is a restraint on his religious freedoms.

Awkal, joined by a second inmate not on death row, says the vegetarian and non-pork options offered by the Department of Rehabilitation and Correction aren't good enough. The inmates say the food must be prepared in specific fashion, such as ensuring that an animal is butchered by slitting its throat and draining its blood, to conform with Islamic beliefs.

"The issue of eating Halal meals is especially important to me because I face a death sentence," Awkal said in a filing in federal court earlier this year. "It is important to me that I follow the requirements of my faith as I approach death."

A judge has given lawyers and inmates for the state until next month to finish filing documents bolstering their arguments, ahead of an expected January trial.

Awkal, 52, is scheduled to die in June for killing his estranged wife, Latife Awkal, and brother-in-law Mahmoud Abdul-Aziz in 1992, in a room in Cuyahoga County Domestic Relations Court.

Joining Awkal in the lawsuit is Cornelius Causey, 35, serving 15 years to life for murder and aggravated robbery convictions out of Hamilton County.

Ohio argues that it provides both non-pork and vegetarian meals to Muslims and says the courts have sided with this practice. The state also says that providing halal meals could hurt Ohio financially, given the current budget situation.

"The complete restructuring of ODRC's food service administration and preparation, at a cost of millions to the State of Ohio during fiscal crisis, is at stake," Ryan Dolan, an assistant attorney general, argued in a court filing.

Ohio included in its response to the lawsuit a document from a Muslim who does regular spiritual counseling of Muslim inmates.

While Imam Sunni-Ali Islam said he thought it was problematic that Ohio provided kosher but not halal meals, he said he doesn't think it rises to the level of religious discrimination.

The state's prison guidelines for Jewish prisoners say, "The Department will accommodate kosher dietary restrictions to recognized Jewish inmates."

For Muslim inmates, prison rules say, "The diet will be free of all pork and products containing or derived from pork. The institution will provide nutritionally adequate meat and non-meat alternatives."

Ohio prison officials declined to comment beyond documents filed in support of the state position.

California provides packaged kosher meals to Jewish inmates and halal meals prepared at prisons for Muslim prisoners. Meats used for the halal meals are cooked separately from other prison food, said spokesman Paul Herke.

The state serves about 4,100 halal meals a day at a cost of about $3.50 per day, compared with about $2.90 a day for regular prison meals.

"We would consider that a pretty nominal difference," Herke said.

Arizona provides vegetarian and other options to satisfy the halal requirement but does not provide meals specifically dubbed halal.

Similarly, Muslim inmates in Texas can select regular, meat-free or pork-free meals but are not served halal meals. Massachusetts serves both kosher and halal meals.

Ohio says requiring halal meals could mean new dietary plans for as many as 2,000 inmates, while Awkal's lawyers believe the figure is lower because not all Muslims eat halal meals.

Cuban Jewish leaders meet with Gross (AP)

HAVANA ? Two leaders of Cuba's tiny Jewish community have visited an imprisoned U.S. government contractor, celebrating the Jewish New Year with him in a small private room near his cell.

The Jewish leaders, Adela Dworin and David Prinstein, said in an email sent to journalists Friday that they spent two hours with Maryland-native Alan Gross on Wednesday and found him to be in good spirits and health.

As host, Gross led the three in a traditional toast "to life," and the three shared sweets and coffee. Dworin and Prinstein said it was the second time they had met with Gross in jail.

Gross, 62, was arrested in December 2009 and later sentenced to 15 years in jail for crimes against the Cuban state after he was caught bringing communications equipment onto the island illegally while working on a USAID-funded democracy program.

Cuban officials say such programs are a thinly veiled U.S. attempt to bring down the island's Communist government.

Gross has said he was only trying to help some members of Cuba's 1,500-member Jewish community gain better Internet access, and his jailing has torpedoed efforts for improved ties between Cuba and the United States.

The latest manifestation of the rift came on a trip several weeks ago by former New Mexico Gov. Bill Richardson. The former U.S. ambassador to the United Nations said he was invited to the island by Cuban officials to negotiate Gross' release, but when he arrived was told he would not even be allowed to meet with Gross in jail.

Richardson declared Gross to be a "American hostage" and briefly vowed to remain in Cuba until he was granted access to him. He ultimately left without seeing Gross, saying he doubted he would ever be able to come back as a friend. Cuban officials, in turn, blasted Richardson, accusing him of trying to blackmail and strong-arm them.

After Cuba's Supreme Court upheld Gross' conviction and sentence in August, efforts turned to winning his release on humanitarian grounds. Both his elderly mother and adult daughter are battling cancer and his family has suffered financial hardship since his arrest.

Those who have seen him say the once portly Gross has lost 100 pounds in jail and now looks gaunt and weak. But Dworin and Prinstein said Gross told them that he was in good health and was getting adequate medical attention.

Dworin and Prinstein said Gross did express great concern about the health of family members.

"We gave him a promise to have them present in our prayers for a quick recovery," they wrote.

They said the meeting ended with exchanges of "Shalom" and "Shana Tova" ? the Hebrew words for Peace and Happy New Year.
